The Inns & Public Houses of St Albans in the 19th Century
In researching Bernards Heath much of the information about the working classes comes from court reports in the Herts Advertiser, and many of the cases mention public houses by name. To help locate the public houses a list of those mentioned by name has been created from the following directories:

It should be noted that only named inns, public houses and hotels in the City of St Albans are included and qualification words such as Inn, P.H., or hotel have normally been omitted. Earlier listings are less detailed than later ones and many establishments listed only in 1882 have been identified in the more detailed St Albans Almanack as entries for beer retailers, etc., with no establishment name have been ignored.

CITY PETTY SESSIONS. —Thursday.
Before Mr. J. Fisk (Mayor), in the chair, Mr. H. J. Toulmin, Mr. S. L. Harding, Mr. J. Chapple, Mr. C. K. Dyer, Mr. C. Woollam, Mr. E. S. Wiles, and Mr. A. F. Phillips.
LICENSING DAY. The Superintendent of Police (Mr. Pellant) presented the following report, which the Bench retired to consider:-
Gentlemen, — I beg to report that since the last annual licensing meeting the public-houses and beerhouses have been frequently visited the police during closing hours. There have been two convictions. I have had occasion to caution four license holders, namely, Mr. Marks, Peahen Hotel, for allowing a billiard match for money to be played on his premises; Mr. Seabrook, the Cricketers public-house, for allowing wages to be paid in his house; Henry Atkins, Golden Harp beerhouse, for allowing objectionable characters to assemble in in his house, he was convicted on the 3rd July for permitting drunkenness, and fined, with costs, 50s., since that time there has been no cause of complaint; William Bastard, Spotted Bull beerhouse, has been cautioned for irregularity in the conduct of his house; he was convicted on the 21st inst. for keeping his house open during prohibited hours, and fined, with costs, 30s. There are in the city 58 public-houses, 29 beerhouses, and four off-licensed beersellers, total 93. The number of transfers has been during the year — 15 publichouses and 11 beerhouses, total 26. There have been 48 persons proceeded against for drunkenness during the year, being an increase of three as compared with the returns of the previous year. There are no applicants for new licenses, and on the whole the houses have been well conducted. —

— Since writing the above report circumstance has occurred which will cause me to take out a summons against the landlord ,of the Crab Tree public-house.
On returning to court, the Mayor asked if anyone wished to oppose the granting or renewing of any of the licenses. No reply being made, his Worship said that all the licenses would be renewed with the exception of the Crown, Woolpack, Golden Harp, Spotted Bull, and Crabtree, and in these cases there would be a fortnight’s adjournment. While the licenses were being signed, Mr. H. M. Turner, of Watford, who was in court, commenced an address to the Bench against the adjournment in the case of the Crown, Holywell-hill. The Bench, however, declined to hear Mr. Turner until the day the adjournment.
